Looking for a Real Developer

I want to propose on a system for a concierge service, which means a business that runs errands, feeds/walks pets, performs checks on vacation homes, etc.  The service also retains some application logins for their clients, which need to be properly protected, so I think that there should be some LastPass type app that has an API and does such things, although in-app encryption could be an OK first step.

Major functions of the system include
-Client database, including family members, and custom fields like favorite sports team, favorite flower, favorite restaurant, drink, allergies, etc.
-Role management, obviously, like Administrator, Client Owner, Concierge, etc. which implies permissions to CRUD records.  One issue is that there is no restriction against deleting records in the current system.
-Client Management - Concierges should only have access to their own assigned clients' records.

-Task Management - Checklists, etc., based on a template like "Vacation Home Checkin", for example...Packages, Yard, no obvious plumbing issues, etc., checkoffs/completion, ability to create a subtask, etc.

-Automation - Every two weeks (or per contract terms), remind either the Manager or the assigned concierge of the pending Vacation Home Checkin, and the due date.  Send additional reminders as the due date approaches.  There are too many automations to mention, but completion of a service/booking would be another common trigger.

There are some additional requirements :

Auditing - All actions on data should be recorded.

Security - Sensitive Client data should be well-encrypted, minimum, or stored by a credible company like LastPass.

2FA - Logins should require 2-Factor Authentication, like a phone, receiving a text or using an Authenticator app.

There are some "nice to have" features like the ability to have affiliates, people/businesses/websites which drive traffic and customers to you, and earn a one-time or ongoing commission for doing so.  I have an Ultimate Lifetime license (no longer sold) for AffiliateWP.

There are some authentication and role management frameworks, and I have a license for one of them.

There are great CRM/automation platforms, and I have a license for one of them.

There are great no-code application development tools, which have to play well with external authorization systems, and I have a license for one of those.

There are also automation platforms which integrate between applications, think Zapier.  The days of building custom integrations are mostly over.  I have a couple of relevant subscriptions in this area, one is lifetime.

The current app is in Airtable, which provides a bit of role management.

To credible parties, I will provide the names of the parts of my proposed tech stack.
