i am developer, need good programmer help for making video conferencing using webrtc

in which php, JavaScript, html, css  , jquery only this language because after done this - i want source code, which is am using on both website and mobile app(hybrid app) . [ you don't need to create website or app .]

just make part code which cover following things,

1. video conferencing(no limit to join number of user) 

2. blur background like zoom

3. as webrtc have already zoom, mute like this function

4. main live video show and participant list show, when click on any participant, their screen should show on main large screen video

5. when join any user ask admit or deny

6. code should simple, fast work, 

7. also suggest which hosting should buy for this.

8. code given by you should full use(anywhere , any number of time i can use in short no copyright issue)
