<div>The Government of India was committed to ensure universal elementary education and these all led to the rise of Right to Education (RTE) Act.&nbsp;<span>It is an Act of the Parliament of India enacted on 4 August 2009. It is obligatory for the Government to provide free and compulsory elementary&nbsp;education&nbsp;to each and&nbsp;every&nbsp;child, in a neighbourhood&nbsp;school&nbsp;within 1 km, up to class 8 in India. The RTE Act requires surveys that will monitor all neighbourhoods, identify children requiring education, and set up facilities for providing it.&nbsp;&nbsp;</span>It forms part of The Constitution (Eighty-Sixth Amendment) Act 2009, inserted in Article 21 of Indian constitution.</div><div><br></div><div>&nbsp;<span>Education in the Indian constitution is a concurrent issue and both centre and states can legislate on the issue. The states have been clamouring that they lack financial capacity to deliver education of appropriate standard in all the schools needed for universal education. Now, where does the real problem lie? Is it the financial issue or lack in supervision of the law? The answer still remains deep beneath all these.&nbsp;</span>The State Government has to ensure the development of course of study, admission of children, teaching staff, infrastructure development of schools, completion of education of children up to the age of 14 and inclusion of children from marginalised section of the society. Is it ensured?</div><div>Above all, people's groups, civil society organizations and voluntary agencies will have to play a crucial role in implementing the RTE. A vibrant civil society movement would also ensure that the rights of the child are not violated by amplifying the voice of the disadvantaged and weaker sections of society. It can also improve programmer outcomes by contributing local knowledge and technical expertise<span>&nbsp;and&nbsp;bringing innovative ideas and solutions to the challenges ahead.&nbsp;</span>Important constraining factor for female education is the lack of women teachers in rural areas.</div><div><br></div><div>To ensure access to education for all it is important to create awareness from the grass-root to top level, advocacy in policy-making and implementation level with campaign and IEC materials (Print, Web, Social Media and Multimedia). News Paper, Radio and Television media should intentionally have articles and debate to evaluate the status of RTE and gives necessary suggestions for improvement. Moreover, strengthening and proper functioning of School Management Committee (SMC) plays a very decisive role in monitoring activities.</div><div><br></div><div>The Panchayati Raj and Rural development departments need to accelerate their poverty reduction programmes so that the children get free from wage earning responsibilities.&nbsp; A close cooperation is required between all departments concerned to ensure RTE for deprived children.&nbsp; Even government needs private interventions to see through it which would require all stakeholders to help in its implementation.</div><div><br></div><div>With curricular reform and pedagogical practices the use of teaching-learning material (TLM) play a crucial role in actual curriculum transaction, and consequently on the quality of education and joyful learning.&nbsp;</div><div><br></div><div>Since the RTE Act has provided us the tools to provide quality education to all our children, it is now imperative that we, the people of India, join hands to ensure the implementation of this law in its true spirit.
