&nbsp;It is the aim of every administration to perform its responsibility in the community effectively, efficiently, in an equitable manner, and ensuring sustainability. The achievement of this is only guaranteed through good leadership that brings together all the factors of success into functionality. A leadership that is able to mobilize and influence into activity its human resource, the finance of the project, and all other facts related to the fulfillment of project goals and objective is most vital for the community to benefit. Leaders that influence the community positively are important in provision of guidance and hence a progress in solving the problems faced in the community. They are fundamental in the stirring up the individuals that make up the community in their own different roles. This is done through training and guidance on operation. The community is made up of individuals who need to be responsible for all to realize the satisfaction needed for life. Positively inspiring leaders boost the morale of the members of the community, through the effort of positive leaders that project teams in the community are able to have positive attitude and confident on the process of achieving the goals that have been laid down. Positive leaders are important in creating a totally new environment with positive thoughts that the project teams Change is a very important element for an organization to improve its operation, give itself a good brand and reach a new robust market. There must be changes in operational&nbsp; approaches, and how work is done therefore the employees are the key point of change ultimately. If the employees have not been trained in new approaches and are not able to handle the organizations new ambition there can be no progress. Change is however inevitable in this world today in every sector. All clients are seeking for quality services and competition makes it impossible for an organization to avoid change. Budgeting should be done in advance laying down the community needs and plans and considering the cost. The community budget will facilitate control over financial resources of the organization. In order to do good budgeting is vital to consider the approximate expenses. This is the amount of money that is to be spent by the organization, the fiscal year budgeting should be considered and possible income of the company. Budget planning should prioritize the projects that bring out the realization of the company goals and solve the problems that the society faces. The budget should benefit every individual within the organization. Poverty reduction programs are important, addressing health of the community and the partakers if the program, and also addressing that knowledge or the education standards of the society. A good budget plan prioritizes the elevation of the community living standard. This includes the food they eat, the shelter, and working environment. This will be improved or maintained through increase in salary. Having a good program is not enough. In order to arrive at a good budget it is good to know who the real personnel are needed to realize the goals of the program the number of people and salary or wages (Cogg, 2017). Fire and Emergency Services certification programs are intended to help the learners to be able to handle fire in a company or in the society. Fire and Emergency Services builds the leadership skills of the learner on administrating the fire management process including interventions like the prevention, protection and emergency. The areas that are focused in the fire and emergency services include human resource and disaster management.&nbsp; The student will be tested on the knowledge of the fire and emergency services and also in the performances. Those who pass the examination will have demonstrated their abilities and knowledge on fire and emergency services. The decentralized nature is where the major decision making involves all the managers to contribute while the centralized is where the Chief Executive Officer is required to make the decisions such that he is responsible. The fifth element is formalization which is the outline of the roles and the way of conduct within the organization (Miranda, 2017). Management of risk by applying the community approach way in its reduction is considered a highly effective way. The people in the community are responsible for the own safety. This is why community awareness on risk reduction is very important. Every individual is the community is an actor mainly involved and exposed to the dangers of risks emergency. Community based risk reduction emphasize on the participation of the people in the process. This is because at the end of the day any program established on risk reduction will benefit the community. Community based risk reduction will help in setting priorities on the most vulnerable group. Those that are vulnerable are considered as the community participates. The community is able to come up with a plan that is fitting to their living condition that most likely to address the problems effectively. Through community based risk reduction it is possible to acknowledge existing intervention and capacities already in place in order to address the effect correctly. The community based risk reduction plays a crucial part bringing out a sustainable risks reduction. This can be done by empowering the community as it is been found that risk reduction is realized as the community members are empowered economically, and education wise (Shaw, 2016). Fourthly is the Safety Skills training, which includes fire safety management, for example in companies that involves a lot of manuals and exposure to chemicals, first aid approaches is an important training. This will help the workers to be ready to handle any injury that may be work related. Other trainings include soft skills, teamwork and legal issues. Communications technology is all about the equipment that is used to transfer information from one person to another. These may include the wireless network or transfer of the data from computer to another. Wireless networks use signals to connect two phones for communications. Communication technology is important on the fact that they help people to communicate in case of problem. Communication is an important way of addressing problems and analyzing it. Today information technology is highly developed. Fire service networks, is an important connection that lifts the safety standard of the organization. It mobilizes resources which include skills and personnel that will be available in reduction of risk. Risk management is fundamental in any organization and fire service networks are a key.&nbsp; It exposes the organization into the new most efficient innovation on risk management. The effort on conducting problem-solving analysis and managing trends in the field of risk reduction has become more strengthened through the use of internet.
